The Ethereum Community Fund is a grant of over $100 million USD (around $126 million CAD) for promising Ethereum-based projects. Saying that Vitalik will be talking about "OmiseGo, OMG Network, and Ethereum respectively" suggests that Vitalik himself will be talking about all three in that order. The tweet only says that Vitalik will be talking about Ethereum. Lets not go making assumptions again.
